Golden Crown presented its solution for implementation of the UEC concept in regions

Golden Crown payment system (part of CFT Group) presented its software product package enabling to implement all the functions needed for the designated institution in a constituent entity of the Russian Federation to offer government-managed and commercial services to the population using universal electronic cards (UEC). The official communication of Universal Electronic Card, Federal Designated Institution, says: ‘The functions and specifications of the solution meet the UEC requirements.’
 
The solution developed by Center of Financial Technologies Group to automate the activities of the designated institution in a constituent entity of the Russian Federation was demonstrated on July 13 in Moscow, at Universal Electronic Card, Federal Designated Institution. The presented automation system will enable the RF constituent entity designated institution to perform a number of functions as determined in Federal Law No. 210-FZ of July 27, 2010 On Government and Municipal Services (order and issuance of universal electronic cards, acceptance, processing and routing of requests for services at the federal and regional levels, and connection of the UEC service infrastructure).
 
The integrated automation system presented by Golden Crown unites the issuer of universal electronic cards, the service channel operator, the service providers' operator, and the issuer of regional card applications. The solution enables the designated institutions in a constituent entity of the Russian Federation to meet the process requirements and ensure high-quality electronic services to the population.
 
The solution is based on the proven technologies which have been efficiently used for several years in numerous projects of CFT, in commercial operation mode. This testifies to the high functional value, stability, and tailoring of the solution for the Russian market. Ample opportunities for integration have facilitated creating, on the basis of the methodology materials, standards and specifications developed by Universal Electronic Card, Federal Designated Institution, a demo solution whose key features meet the UEC requirements. The required automation level is achieved through special interfaces and standard information interface protocols. The integrable software enables building a unified information and service system of a RF constituent entity designated institution, including a service infrastructure to accept and service both UEC and targeted regional applications.

The next stage will be follow-up revisions and certification of Golden Crown's software with Universal Electronic Card, Federal Designated Institution, pursuant to the current legal requirements. Afterwards, the solution will be recommended as an information system to be used to automate the routine operations of the designated institutions of the Russian Federation constituent entities.
